Combine cells based on criteria

I am trying to find a formula to combine cells based on a common variable without the use of macros - please see attachment. The number of users varies, so the formula should not rely on that. I've used various permutations of INDEX/MATCH along with CONCATENATE/TRANSPOSE but I'm not quite there. Any help would be appreciated!

Is the reverse order a problem?
