Assuming your data is in columns A:C starting at Row 1 with headers, Add a column to the right called "2015 count" or whatever you like...Add the formula below directly beneath it and copy down. Then just use the autofilter.

P.S. There are some extra sets of parentheses in the formula around the "less than" signs... There are some funny combinations of characters that upset the firewall gods

So the person who resigned on 4/15/2015, would they be counted for April? How about if they resigned on 4/2/15?

And in the column with no date, they're still active
This is not a clear requirement. You have to determine the number of employees on a specific day. Do you want the last day of the month or the first day of the month?
This attachment will give the number on the last day of the month.
Also, in the future please attach an Excel file instead of an image if you want to provide sample data. Images are OK for charts or diagrams, but it's so much easier to help you if we have an Excel file with the data already set up.

Hey Six String... my formula just catches anyone who was an active employee anytime between 1 Jan. 2015 and 31 Dec. 2016 so gemblu could count the total number of active employees active at anytime in the year... I completely missed the per month piece in gemblu's original post...
