Dates Formulas

Here's what I can't seem to figure out...I have this formula ---> =IF(E4-TODAY()<=21,"GOOD","BAD")
It only works if the years change, but not the days.

What I need it to do....
If date in "E4" is equal to OR greater than 21 days from"Today()", display "BAD", else display "GOOD"

e.g. E4 = 1/1/2016. Today is 2/12/2016. Should display BAD. If E4= 2/10/2016. Today is 2/12/2016. Display Good.

I'm getting lost in the wind here....

Maybe you just need to reverse the logic...

=IF(TODAY()-E4<=21,"GOOD","BAD")

Try

=IF(E4<=TODAY()-21,"BAD","GOOD")
