how to extract numbers in the cell?

hello,

1) a cell have 4 number, for example, "0121", I need to extract "01"in one cell, "21" in another cell. same case as "1234", extract"12" in one cell and "34" in other cell.
2) a cell have two digit, "34", i need to get the result: sum of "3+4" in another cell. "77" get the result: sum of "7+7"

Or
=A1&A2
