Hi, welcome to the forum
You would do this with Conditional Formatting. To be more precise, I would need to see a sample workbook of what you are working with, but see if this gets you started...
1. highlight the range you want to apply the conditional formatting to
2. on the home tab, styles, select CF
3. select new rule, select use formula
4. enter =F2 < today()+60...format fill YELLOW
Repeat 3 and 4 with +30

I tried your formula it did not change the color in some the cells in the row. Tried to upload the spreadsheet.

Thank you for the response. Just not sure why row 62 is not red since the date in column F is within the 30 days for renewal.
Maybe I am just not getting it. I want the column to highlight in yellow 60 days prior to the date in column F and stay yellow until it turn red 30 days prior to the date in column F. Once it is red I want it to remain red until the highlight is manually removed. So if the date is 04-08-2016 it should have turned yellow on or around February 8,2016 (60 days before 04/8/2016) and turn to red on or around March 8, 2016 (30 days before 04/8/2016) .
