Prepare a summary table meeting a condition in one column

Re-attachment,I want to prepare the "summary table" based on the data on the "data table". Rate column on the "summary table" has to be picked from the "data table" in numerical order and total for equal rate has to be shown against the each rate under "Total market Value" column in the "summary table". How can i write a formula to do this?
If I can prepare a pivot table ,this can be done easily,Please help me to build a pivot table & chart for this?

make a pivot table and after that sort the row labels (in the pivot table) from Z to A.
