Formulas based on if a cell is color filled with conditional formatting

Hi All,

Is it possible to have formulas based on whether a cell has applied conditional formatting?

I am trying to create a project workplan that will calculate the numbers of hours spent on all tasks each week.

For instance on Row 10: I would like to say if the cell has a color fill (which is based on conditional formatting) put the number 4 (equivalent to cell B10 which is number of hours spent on the task per day) in the cell. This will ultimately allow me to calculate how many hours are spent on all tasks per day and week in Row 76.
