Sumifs with criteria in merged cell

Unmerge cells in Row A (merge cells should be avoided!)

In H15

=SUMPRODUCT(($A$3:$AJ$3)*($A$1:$AJ$1=$H$13)*($A$2:$AJ$2=H$14))

Copy across to I

For other cells change highlighted range to $J$13 and $L$13
