How to count blank cells and conditional format?

Hello the attached worksheet is just a dummy version I made, it almost works for what I want it to work.

First I have a formula

on sheet2-3 but it still counts the cells where there is a formula... not sure how to change that.

Second as you can see sheet 2-3 bring over what I need it to but leave rows, is there a way where it can just have everything grouped? I'd like the data to look like you see in sheet three to your right....

Last my conditional format in sheet3 isn't working, I want it to highlight my rows if they are less than or equal to today's date... it doesn't work.

In Sheet2 & Sheet3 change your formula to:

=COUNTIF(A2:A11,"*?")



in Sheet3 use this formula in your conditional formatting:

=$b2<=TOday()
