Assuming cell 1 is conditionally formatted, apply the same rule to the other cells.

Go to conditional formatting manager, select your existing rule and change the 'Applies to' range so that includes all of the cells.
in my problem is, i will fill color row 1 manually, if the color change so the row 2 to 10 will change automatically. And if the fill color on cell 1 is cleared, the cells 2 to 10 cleared automatically.
In which case you will not be able to automate the process.
Conditional formatting will not be able to detect the fill colour of the cell, or when the fill colour is changed.
Vba will be able to identify the fill colour, but not when it is changed, so there is no way to do that automatically either.
