Count and sum with multiple criteria including date range

I was able to solve part of my issue through the help of an earlier discussion with an Excel forum participant, but now have a few more equations I am trying to solve to complete the assignment. I particular, I need to count the total number of promotions tied to a list of sales reps that may appear in two separate columns, and which fall within a specific date range. I also need to sum the value of each promotion that is referenced as continuity.

Attached is an excel file with an example of the problem, including some of the formulas that have been resolved to date. I also included a few more details clarifying the problem.

Thank you. I tried that formula but it returned values that were not correct. The answers for the date range in the sample file I sent should be:

Craig: 5
Joe: 2
Mark: 2

To be clear, for those cells the formula should be counting every month the "continuity" promotion is run during the date range where the sales rep appears in either column. There will never be the same sales rep name in both the primary and backup columns (B and C respectively).

Regarding the split, this is meant to adjust for a value after dividing by the split factor in column H. For sales rep Craig the number in cell F19 should be 4, which represents 3 sole clients and 2 split clients.
