Countifs match criteria and date is equals to or within date range

Hi,

I want to show a count for each row in column D where Column A (Cost Centre) matches column I (Code) AND Start Date in column B equals to OR falls within date range in G and H.

Example-

Cost Centre = 4000
15/12/2014 - 16/12/2014 rows should have a count at least 1 under column D

I used this formula but it only counts when the start and end date matches Start Date



Please help.

The signs were wrong now b2 is counted correctly if it is within a range
