Solver not finding optimium Result

I am trying to minimize costs for our Line of Credits
We have 5 lines which charge when we use their line and when we do not use it (albeit) a smaller rate
The rates are tiered by $ amount

We need a finite amount of money H17
We cannot go over any specific credit line (c4:h4)
And need the solver to solve for the amounts needed (C17:G17) that will minimize costs (H12).

Frankly your constraints has me baffled.

Solver is set to minimize C12 by changing C17:G17 where you have a max constraint i.e. equal to or less than C4:G4 but C17:G17 has a min constraint i.e. 0

So in order to minimize H12 Range C17:F17 will be 0 and G17 as it contains a formula will be equal to the value in R1?

Ahh, that would be too easy. There is a constraint that I forgot to tell you about, I did not list it as a constraint, just a formula . Basically we need to pull $x from our credit lines (cell H17). Therefore, c17:g17 cannot all be $0.
