Keeping formula the same when inserting a row

    I have the formula

When I insert a row, Excel naturally changes the formula to read

I have read that I need to use 'OFFSET' so that the formula doesn't change because of the insert row.
Unfortunately, I am having trouble understanding how to apply it.
Would somebody please be so kind as to show me how to adjust the formula to do what I want, whether it requires 'OFFSET' or some other method.

Where are you inserting the row? If it was between rows 12 and 13 I would expect the 12 to stay the same and for the 13 to change to 14, rather than the way you have shown it.

I'm actually inserting the row above the original formula, between Rows 11 and 12

I would probably use INDIRECT for this...
    =IF(INDIRECT("C13">"",IF(INDIRECT("D13".......................................
