Data Validation is set to Allow List With Source =Lists!A2:A155.
After applying this to a Column, when I move down one row, the Source is changed to =Lists!A3:A156, and changes on each row below the previous one.
What am I doing wrong?

Make sure your lock your reference with $ sign. =Lists!$A$2:$A$155
