Index Match Row/Column Title to Data Point

In RED. I have drop down selects for the city which calculates the distances with Index(match(),match()) scheme.

IN BLUE. I'm attempting to do the same thing, but with: 1) Drop down city select (2) Minimum distance is calculated (3) I now want Excel to use the (1) drop down select, then (2) data point calculated to find the matching city name.

I realize I can do this with OFFSET(B4,MATCH(MIN(K5:K12,K14),K5:K14,0),0) BUT I want the sheet to be DYNAMIC.

However, nothing on this Forum works quite as well as you might expect. The attachment icon doesn't work!! (Helpful, isn't it!!). Instead, just before you submit your post, click on GO ADVANCED (near the bottom) and then scroll down to Manage Attachments to open the upload window. The relevant instructions are at the top of that screen.
