Simple one

IF column A has xx text I want to count the data in column B (but not blanks)

So only count data in col B (but not blanks) if the text in column A matches a certain text criteria

I was trying to use COUNTIF however it seemed to count everything

Description not clear enough.
"Count the data in B", in column B? Count all the non blank cells in column B?

IF(A1="xx",COUNTA(B1:B1000),0)
