Use OFFSET in INDEX MATCH MATCH

I am trying to figure out how to return the second instance of a criteria in an array. The attached workbook explains it exactly. Any help appreciated.

Not OFFSET but an array formula. Array entered in J29 and filled down.

    Thanks Dave. It works perfectly.

From the purely academic perspective, can you use OFFSET with MATCH?

I propose to use the function AGGREGATE.

Write it in J29 cell and drag it down.
