Formula works on one sheet but not on another

Purpose:
Finds and returns Actual min and max values in each Measurement Results row if it falls within the requirement min and max range.

You have your MAX and MIN requirements in columns B and C reversed in the non-working version.

I had copied that data in from somewhere else and didn't even check to see if I had them switched. OH MY!
