Formula pulling data from rows and columns, or another way to concatenate - HELP PLEASE!

    Hello there!
I am trying to create location labels for our warehouse, and am trying to use formula to set up names and cannot believe I am having such a hard time!

    There are sections: A-Z
    Shelves: 0-3
    Locations: 1-10

    So for example:
    A-0-1
    A-0-2
    A-0-3
    through 10, then
    B-0-1
    B-0-2
    B-0-3
    etc

At first I had Sections and Shelves in columns, then Locations in a row, but concatenate didn't work between columns and rows. Any help would be GREATLY appreciated! Have to leave for trip to warehouse tomorrow :-/
