copy the percentage without the value

hello guru's,

i just wanna know how to copy the percentage without the value on it. copy paste value is not working.

for example:

71.899999999 when i click the percentage the cell will become 71.90%
i need to copy the 71.90 without the 71.89999999 on it. see attached file.

not by using =round. coz the decimal value will be roundoff, what i want is the exact 71.90%

The only way I see this happening is to use the round function as shown and then copy the new value in D3 and paste special---> values.
