    And or formula conditional formatting troubleshooting

    Hello All - I'm running into some issues with a conditional formatting formula where I am using and IF/OR formula in combination. The formula appears to only be working on one direction. In the attachment I am seeking that B1B should remain white text so the user cannot see it until both B9 and B14 register a dollar amount - there is the possibility that B9 could be a negative or positive amount, whereas b14 will always be positive. I am currently using the formula in cell B18:

    =AND(OR(B9>=0, B9<0), B14>=1)

    This will work if I enter B9 and then B12-13 to register B14. However if I were to skip B9 and enter into B12-13 and register a result in B14, B18 will turn red even though there is no entry in B9. I want this to remain "invisible" until both B9 and B14 have been entered. I've attempted to rearrange the formula to see if the order would affect the results but am not having any luck. HELP please!

    change to
    =AND(B9<>"", B14>=1)

    this assumes B14 will never be below 1
