Help with last year SUMIFS depending on what fiscal year week it is now

Add column G on tab 2015 for the department keyed into cell G7 on the Chart tab and the store keyed into F1 on the Chart tab for the weeks up to what is keyed into C23 on the Chart tab.

(Last years department 5 totals for store 16 up to this week last year.) (If this is week 201646, I want it to add up last year week 201501 through 201546.)

I hope I made it clear enough and didn't confuse anyone.

I am using this formula, but it adds up the entire year.

It should be C23, not just 23.

Cell C23 is your WM WEEK data. Subtracting 100 from it will return last years matching week.
