Convert/Calculate flat number into Goal %

HELP! I want to take a flat number and press it against a goal and have the answer be a %, with the option to go negative, if needed.

The goal is to use 0 (=100%) as shown in the first example. If the candidate used say 5, they would -25%, as shown in the last example.

Thanks in advance for any help you can give me, and the goal column can say 0 or 100%, whatever is easier for the formula. Thanks!

Maybe try using this formula in score cell: =(max - used)/max and make the cell in percentages. It worked for me

Hi there! I tried that, but it won't level to the 0 for the max allotted - it gives me the wrong answer, not -25%

If they were allotted 4 and used 5, the answer should -25% if we're normalizing/leveling against 0 used. 0 = 100% aka the goal.
To do simple math is 4-5 = -1, great, but I need that score to be a % of their goal which is 0 used, which gives them = 100%.
