Time Transpired [Where do I hire?]

I have a report extract which I need to analyse. At the moment the work is manual calculation, which is a complete waste of resource so I'm looking to automate as much as possible (I expect I'll become a fairly regular poster).
My immediate problem is that I need to make a fair complicated calculation around the amount of time spent on a line item. The report shows the start and end date/time so it's easy enough to add a quick formula to show the number of days or hours that have transpired between the two points. If only it was that simple.
I actually need to measure the hours these items run for inline with our standard operating hours (09:30-17:30 Monday-Friday).
So first question, is that possible and how do I do it?
Second question, if it's too complicated where can I hire someone to do this for me, with a quick turn around and quality work?

To hire, you need to post to the commercial services section. I will close this thread - please start again here: http://www.excelforum.com/payments.php
