Independent cell fill colour formula from one set of 4 standard list options

I have thousands of unique values (street names) which must each have 4 possible options for coverage status (Zero, Part, Full cover & Non residential)
Each cell (street) must have a coverage status. The cells in the next column hold the coverage status list. When an option is selected on the next column a conditional formatting formula enables the fill colour of the street name cell to change (Traffic light style and purple for the final category)

I want the street names listed with the alphabetic columns listed in excel and do away with the second column.

In my imagination I envision a formula by which the coverage status list is maintained only in one place, in essence a master list. then every street name cell references this list and changes its fill colour depending on the option it selects as its coverage. The option selected shall cause an individual fill colour for each cell independently.

In other words, each cell won't need to have its version of the same list on a second column. Every cell refers to the same list with the effect of a different fill colour depending on the list option selected.
So relative to the list A1 could be green, B3 yellow, C4 red, K9 purple etc.

A multi potent list if you like.

Attach a sample workbook. (Not image!)

Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate.

Make sure your desired results are shown, mock them up manually if necessary.

    Remember to desensitize the data.

    I attached two files.
First (dRAFT SHEET) attachment has a likeness of the tedious solution I'm trying to avoid. A second column which contains the list of conditions for the formatting of the target cell.
On the sheet named DELTA I show a section of some of the data to be handled. I have 12 such sheets.
The second attachment has a picture of what It would look like to have the list item selected but only the fill colour of the target cell changes
The list where the option is being selected is either invisible or it is tacked on to the target cell.
