Find last non-empty cell above in same column as current cell?

I have a column that keeps a running total of crates (see pic below). I've tried various INDEX & INDIRECT formulas, but keep getting errors. I've figured out a formula that works great for other columns other than the current column, but what I need is to get the last non-empty cell above a certain cell?

Any help would be greatly appreciated.

One question if I may.....What does the "15^15" portion of the formula do?
