SIMPLE QUESTION.
The column i am interested is "F". So, if columns "C" has a date, I want column "F" to give me a daycount. If column "C" doesn't have a date, i want it to show "pending review".
PLEASE HELP.

Not sure what you where you are getting the day count from, but this will subtract B8 from todays date. Place in column F

Since dates are numbers I know of no definite way to distinguish what is a date and what is not.
The best I can do is suggest a comparison value reasonably large enough to distinguish a likely date from a smaller non-qualifying number.

If there can be a date < 40000 select another large number greater than the latest date anticipated.
