Solution 1: You could use a pivot table for this.
Solution 2: You could make your own table and add some COUNTIFS formulas to do all the hard work for you.
For solution 2
Assuming the contractor name is in cell Z1 and column I shows "Not Completed" for when the work is... well... not completed.
Adjust to suit.

EDIT: Sorry, I missed the part about filters being applied. Can still be done but a sample workbook would really help to give you a solution for this.
