    Index match or something else?

Hi, I need a formula to calculate values based on a table (2 axes). I have quantity along the top and delivery location on the left, I need to know if 7 pallets were delivered to 380 to multiply the value in the table by the quantity (i.e: 53 x 7). the only caveat is if the quantity is more than 14 then to return the flat rate (full trailer load). I've attached the table, any help would be massively appreciated. I thought to use index/match within an If statement but this seems very complex.

Actually this formula is more robust. It matches "full trailer" rather than the constant "16".
