    Match Formula Help!!

So, I'm in dire need of help perfecting this "Match" formula.

I'm trying to take the information from the Roosevelt file, and transfer it to the Scorecard; in order to condense the information to pass on to my bosses.
I've tried using "=Match" then clicking the cell that I wanted. But the error keeps coming up.
Is there a way that I can get the information from E19 on Roosevelt to F17 on the Scorecard. Then have it continuous for future entries/autocalculating?

Please tell me someone can help.

    Thank you in advanced!!

E19 on Rooseveldt = 38%. F19 on scorecard is a price: 1.13. Have you got the cell refs correct? Otherwise this makes little sense...

Got it to work with an index/match formula, I'm sure it can be simplified but here it is:
