Need help with an "if" formula

I'm new at formulas and found myself stuck with this one. Any help would be appreciated. Thank you!

The formula will be going in cell E23 of my spreadsheet.

Use value from B8 but if B8 is greater than the value in F19 then use F19 value

Go to the first post
Click edit
Click Go Advanced
Just below the word Title you will see a dropdown with the word No prefix.
Change to Solved
Click Save
