Challenging formula for spaces in data

Hello,

I am trying to make a formula that will fill in rows with the Symbol listed directly under it. But once passed that symbol, I would like it to grab the symbol underneath that one. It is complex to describe. I have attached a file with more clarifications.

Is the goal to ultimately get column C correctly filled with the values?

If so, try highlighiting column C and press CTRL + G
Click Special
Select Blanks
Click OK (DO NOT PRESS ENTER)
Press =
Press DOWN Arrow Key
Press CTRL + ENTER
