COUNTIFS(INDEX Formula Not Working

Hello All,

I have a worksheet problem involving the countifs function.

I have a formula:

=COUNTIFS(INDEX($C$4:$I$52,,MATCH($L$2,$C$3:$I$3)),$L4,$B$4:$B$52,M$3)

This formula should count the number of occurrences of a specific schedule in column L which is in text format but it appears to scan only selected schedules and not the entire list. This therefore, gives me inaccurate data.

Is there a way to modify the formula to scan the whole array (C4:I52 - columns and rows) and return a result. In this sense the formula would count the whole number of matched occurrences across that range, not just few.
