Hi Everyone,

I am trying to figure out a way to automatically highlight a row in a spreadsheet of different grants that highlights the top grant based on the sum of the lowest grants up to a fixed amount. In this spreadsheet I have a list of projects and their grant amounts, row 36 is highlighted yellow to denote the second tier of funding. Rows 36-39 represent the bottom 6% of our entire grant allocation. I am hoping to figure out a way to be able to move rows around and see what tier two would look like if I had other rows in the bottom, but all of tier two summed should make up no greater than 1.4 million of our overall 21.7 million dollar grant. Any help would be GREATLY appreciated, I know I'm not explaining this super clearly so please let me know if you need any more information.
