Using time to calculate averages and sums

In the graph I have below, I'm trying to use readings that I gather throughout a 6am-6am time period to calculate the total power and the average flow/spill. Logging a new entry will only take place if there has been a change from the previous reading, so there may not be any changes from 6am-6am, although there may be many in a day. The ending 6am would be used to 'close out the readings. I intend to have the "check your readings" change colour from red to green if the first and last times in column A do not match. Changes won't necessarily take place on 'neat' times EX. 13.26

I would like to have the times entered in a decimal format for convenience sake and have a formula entered to do such. The rows in between the ones with data are intended to be hidden.

I spent near a day trying to turn the decimal time values into times but now don't know what to do with them, lol.

The values I'm looking would be power 249, flow would be ~25 and spill would be ~15(?)
