If and lessthan greater than statement formula

Hi friends,

I hava a value in A1 = 5%

B1 = -7%

I want formula like

If B1>+A1 OR B1<-A1 THAN TRUE, ELSE FALISE.

In above case Its true. Please provide me formula.
