I have an excel sheet that I am attempting to apply restrictions to and also requires a drop down list.

For example, A3:A7 has a data validation drop down list that pulls from I3:I12

I have also set a data validation in column B that restricts data being entered if the corresponding cell in column A is left blank. If there is data entered the following message comes up:

If the user inputs data into column A and then into Column B, everything works fine. Where my issue arises is if the user deletes the data from Column A, the data in column B remains, which can cause errors in the rest of the spreadsheet elsewhere in regards to various sums and totals.
Is there a way, preferably without using macros, that I can restrict the user from deleting the data in column A if there is a value in the corresponding column B? For instance, if the data needs to be deleted, it has to be deleted from Column B first, then A.
