Need some help with formulas

Trying to figure out how to make this happen. Please see the attached excel file

If I enter 20 projects in cell B2 and I enter 50% in cell D20 I need cell C20 to calculate what
the increase is based on the % entered into cell D20

Also need cell B22 to calculate the percentage of cell B16 compared to cell B19

Yellow cell are what is being figured from and light blue are where formulas need placed
