Problem with Vlookup choosing a range

I'm having a problem with a formula and I did a mock up in a sample spread sheet I am including. I put a serial number in cell B3 then a formula pulls the first five digits from the serial in cell D5. Cell F3 pulls the last two digits of the serial which is a plant code. What I need from the H3 that I highlighted, is that it return the letter B using the table L2:M4 by what range it falls in. Since the value is 67, H3 should return "B" since it is from 50-99. I've tried a few different ways but I am sure I doing something simple wrong.

    Any help is appreciated.

My apologies, I did not save where H3 is highlighted before uploading the sample but it is showing the error message.

Your "Plant code isn't being seen as a number whereas the values in column L are.

Simply add 0 to the formula in F3 and the formula in H3 will work as expected.
