Unique ID count based on specific Criteria

I attached the example what I think is an exact replica of what I am looking for and I color coded the results so you can see where it came from. Basically what I need is: A count of Unique Column A that only owe the way the dates and Freq are set up on the right side.
so pretty much a total count of Unique ID numbers that only owe 11/1/2017 and nothing else. Then the next 11/1/2017 and 11/1/2016 and so on as I listed it. I hope I am explaining it enough and thank you for your help and sticking with me to figure this out.

I have been able to get it to where it counts if the date or dates are associated with the Account ID but I am not able to get it to where its specific with the criteria.

Attach a sample workbook (not image).

Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate.

Make sure your desired results are shown, mock them up manually if necessary.

Remember to desensitize the data.

Click on GO ADVANCED and then scroll down to Manage Attachments to open the upload window.

This proposed solution employs a pivot table and 10 'other' columns as a helper sheet.
The array entered formula* that populates column G of the 'Before' sheet is:

*Array entered formulas are confirmed by pressing CTRL+SHIFT+ENTER to activate the array, not just ENTER. You will know the array is active when you see curly braces { } appear around your formula. If you do not CTRL+SHIFT+ENTER you will get an error or a clearly incorrect answer.
Note: cells E2, E5 and E8 have an apostrophe added before the date so that the formula will read those values as text.

Wow that looks and works great. One question is if I want to add more Account Id's to the list do I just edit the formula for the corrected range on the before only or do I add them to the Pivot table and the Before with correcting the forumal range?

Try the following:
1) Add the Account ID's on the 'Before' sheet,
On the 'Pivot Table' sheet
2) From the PivotTable Tools pane > Options tab > Change Data Source and choose the range from the 'Before' sheet,
3) Choose the Refresh button on the same tab,
4) Drag the formulas from column J:S down to the last row of the pivot table,
5) Change the range of the COUNTIFS based formula in S2 and double click to copy down,
On the 'Before' sheet
6) Change the range of the formula that populates column G.
