Where is come From +23 (Int-Row)

how to determine this :

INT((ROWS($1:1)-1)/16)+23

where is come from 23?

any help me out?

The formula will return the number 23 for the first 16 rows, then it will return 24 for the next 16 rows, then 25 for the 16 rows after that, etc.

That formula as posted incriments a number by 1 every 16 rows.

The +23 makes it begin at 23
So it returns 23 for the first 16 rows it's entered
Then it goes to 24 for the next 16 rows.
