    Select the data from B3:B10 and use below formula in conditional format apply formats as per your need

    =SEARCH(" "&INDEX($C3:$J3,MATCH($K$1,$C$2:$J$2,0))&" "," O PO PH ")

    Yet another way. This involves defining a named formula, because you can't use array constants in CF. In Name Manager, define Off_Codes. In the Refers to: box, type {"O","PO","PH"}. Now you can use that in this CF formula:
