Calculate On Time or Late when Completed date is blank

I need the blank cells in column B to reflect TODAY for the calculation to result in row 4 being LATE and row 5 being On time. I do not want to key anything in the blank cells in column B, I just want the formula to think a blank cell is today. How do I key the formula?

=IF(OR(AND(B9="",TODAY()<=A9),AND(B9<>"",B9<=A9)),"OT","LATE")
