Goal Seek with If Statement

It is difficult to say, because it is not clear exactly what you are doing or what you need help with.

The easiest way that I have found to "automate" goal seek is to look at the quantity to be calculated and see if simple algebra can solve the problem. Guessing from your example, it looks like you have revenue (R), number of years (n), markets entered per year (x), revenue per market (y). If I follow the equations, it looks like a simple expression R=n*x*y. Given any three of those value, you should be able to solve for the fourth.

Is it really as simple as that? Even if the expression for revenue is more complex, the first thing I would look at is to see if I can solve for the desired unknown using algebra.
