Count how many times a value appears before or after another value in same column.

So i have this sheet with data in columns A-G

In column E i have work types completed
In Columns B and C i have the Start and End times of when they were completed
In Column D is the User ID of who completed the specific work type

What I want to find out is how many times does work type "RO" happen before or after a "BP", then for a "BK", then for a "PW" and then by itself per user id using the columns B and C for time reference. If cell C2 is equal to B3 then we know we know these 2 worktypes happened one after the other.

Hopefully by looking at the sheet you all can get a better understanding of what Im trying to accomplish
