This has been driving me crazy. I cant figure out why the conditional formatting isnt applying to D11 thru D49, it is only working from C11 - C49. Anyone care to take a look and see what I am missing? Thanks a lot.

Change all the B11 references to $B11
Change the CF rules from (for example):
=LEN(B11)-FIND(".",B11)=2
to
=LEN($B11)-FIND(".",$B11)=2

You have correct your formula with mixed reference, like this:
=LEN($B11)-FIND(".",$B11)=2
And this for all formulas. Blessings!
