Week Number Custom dates

Hello,
I am trying to create a custom week number formula which start from Feb 1 2018 and ends Jan 31 2019, where the first day of the week start from Saturday and ends on Friday.

Here is table I am trying to create

Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
