I was trying to count MONTHS using two dates. (eg. 1-JAN-2018 to 31-JAN-2018), my count results gives me 0.

In D3 copied down, try...
=DATEDIF(B3,EOMONTH(C3,-1), "m")
or since every date in C is the beginning of a month, just subtract 1
=DATEDIF(B3,C3-1, "m")

sorry, Jeff it does not work,
for example, 1/Feb/2015 to 31/Jul/2015, result should be 6 month count. (including FEB, MAR, APR, MAY, JUN, JUL).
