COUNT # of months with values (like pivot did), then only average off months with values

I am trying to get rid of this formula that is reading from a pivot sum table and hardcode this formula in the raw data so I do not have to use the pivot.

On the spreadsheets, I essentially want to use the same logic as the sumifs in column (H) where I only care about the values in column (H). so if it has a value I need to roll that up into the year and month (and also keep same criteria as sumifs), then count the months within the year. So it one entire month has no values from column (H) then it is blank, but if there are values, need to total that all as 1 for the month so I can run a count function off the blank values month and then months with values. Then I can use the average if formula if the count of months with values is >4 or whatever number I need. Could be 6 depending.
